Heh... I remember when they were first planning to build that sign... the city council had passed an ordinance that said they couldn't put up billboards, so they found the loophole that the sign is NOT a billboard, or a sign... it is a windmill. (the city cannot prevent the construction of windmills after all, as Norco used to be all on well water once upon a time... like... back in the 20s!)
